Dear Hayter,
The Inspector General desires me to convey
his thanks for sending out a coy of the Canton Consul-General's
report on the subject of pilotage on t e Pearl River,
which I return herewith, and which Sir Frederick hus read
with much interest.
The Canton Commissioner reporte. that in the
course of conversation Mr. Matsudaira informed him that
the Japanese authorities intended to create
ilotage
Board -hich would at first operate under the control
of the Japanese navy, but which would be transferred to
the Commissioner of Customs after the earl River hus
been re-opened; alno that pilotage would be made
He had not,
compulsory for all vessels over 300 tons.
however, been acquainted with either the details of the
Sir Frederick
project, or of the tariff of pilotage fees.
has authorised me to enclose for our confidential information
copy of his reply to the Commissioner.
